له درێژه‌ی كار و چالاكییه زانستییه‌كان، ڕۆژی چوارشەممە، رێکەوتى (8-11 2023) قوتابیانی به‌شی دیپلۆماسیه‌ت و په‌یوه‌ندییه نێوده‌وڵه‌تییه‌كان، لە كۆلێژی یاسا و پەیوەندییە نێودەوڵەتییەكان، زانكۆی لوبنانی فەڕەنسی، گه‌شتێكی زانستییان ئه‌نجامدا بۆ سەرۆكایەتی هەرێمی كوردستان، به سه‌رپه‌رشتی (م. یونس طلعت دەباغ) سەرۆك بەشی دیپلۆماسیەت و په‌یوه‌ندییه نێوده‌وڵه‌تییه‌كان، به مه‌به‌ستی زیاتر ئاشنابوونی قوتابیان به كار و چالاكیه‌‌كانی سەرۆكایەتی هەرێمی كوردستان و پێگەی ئەم دامەزاروە گرنگە وەك چەتری کۆکەرەوەی هەمووان، و تیشك خستنەوە لەسەر گرنگی ئەم دەستەیەی سەرۆکایەتی هەرێمی کوردستان وەك پێکهاتەیەکی سیاسی و ئیداری و یاسایی، كە بەپێی مادەی یەکەمی یاسای ژمارە (1)ـی ساڵی 2005، و بە یاسای ژمارە (2)ـی ساڵی 2006 هەموارکراوەتەوە.
له سەرەتادا قوتابیان لە لایه‌ن بەڕێوەبەرایەتی په‌یوه‌ندییه‌كان و پرۆتۆكۆلی سەرۆكایەتی هەرێمی كوردستان پیێشوازیان لێكرا، و دواتر بە پێی بەرنامەیەكی توكمە، قوتابیان و لە ژێر سەرپەرشتی بەڕێز (میلاد چەتۆ) جێگری بەڕێوەبەری پرۆتۆكۆلی سەرۆكایەتی هەرێم، چه‌ندین به‌ش و هۆڵی دانشتنی سەرۆكایەتی هەرێمیان به‌سه‌ر كرده‌وه، و بەڕێزیان ڕۆشنایی خستە سەر بابەتی پرۆتۆكۆل و پێشوازیكردن و پەیوەندییەكانی سەرۆكایەتی هەرێم و چونیەتی ڕێكخستنی كارنامە و بەرنامەی بەڕێز سەرۆكی هەرێم.
دواتر سیمینارێكی زانستی له‌لایه‌ن بەڕێز (پ.ی.د. سۆران علی حسن) لە بەڕێوەبەرایەتی كاروباری دەستوری و فیدرالی لە سەرۆكایەتی هەرێم سه‌باره‌ت به دەستوری فیدرالی و فیدرالیەتی هەرێمی كوردستان وەك پێکهاتەیەکی سیاسی و ئیداری و یاسایی پێشكەش كرا.
هەروەها بەڕێز (دلشاد شهاب) ووتەبێژی سەرۆكایەتی هەرێمی كوردستان، بابەتێكی پێشكەش كرد سەبارەت بە پەیوەندییەكانی هەرێمی كورستان و ڕۆڵی سەرۆكایەتی هەرێم لە پەرەپێدان و بەهێزكردن و بتەوكردنی پەیوەندییەكان لەسەر ئاستی ناوخۆ و دەرەوەی هەرێمی كوردستان، و هەروەها بەڕێزیان باسێكی خستە روو لەسەر كار و چالاكییه‌كانی سەرۆكایەتی هەرێم به گشتی.
له به‌شێكی دیكه‌ی گەشتە زانستییەكەدا، له لایه‌ن قوتابیانی ئاماده‌بوو پرسیاری په‌یوه‌ندیدار به بابەتەكان ئاراسته‌ی ناوبراوان كراو، به‌ڕێزیان به وه‌ڵامی پرسیاری قوتابیان داینه‌وه و گفتوگۆیه‌كی زانستی تێروته‌سه‌ل له‌وباره‌یه‌وه ئه‌نجامدرا.
Conducting a scientific trip to the Presidency of the Kurdistan Region for students of the Department of Diplomacy and International Relations
On Wednesday, 8-11-2023, students of the Department of Diplomacy and International Relations, College of Law and International Relations, Lebanese French University, conducted a scientific trip to the Kurdistan Region Presidency. Under the supervision of Lect. Younis Talat Al-Dabbagh, Head of the Department of Diplomacy and International Relations, in order to further familiarize the students with the work and activities of the Presidency of the Kurdistan Region and the position of this important institution as a unifier for all.
The students were received by the Directorate of Relations and Protocol of the Presidency of the Kurdistan Region. After that, according to a comprehensive program, the students visited a number of departments and meeting rooms affiliated with the Presidency under the supervision of Mr. Milad Chato, and he shed light on the issue of protocol, reception, relations with the Presidency, and how to organize the agenda and program of the President of the Kurdistan Region.
Afterwards, a scientific seminar was presented by Asst.Prof.Dr. Soran Ali Hassan from the Directorate of Constitutional and Federal Affairs in the Presidency of the Kurdistan Region on the Federal Constitution and the Federalism of the Kurdistan Region as a political, administrative and legal structure.
Mr. Dilshad Shahab, Spokesperson of the Kurdistan Regional Presidency, presented a topic on the relations between the Kurdistan Region and the role of the Presidency in developing, strengthening and consolidating relations at the level of the Kurdistan Region and abroad in general.
In another part of the scientific trip, the students asked questions related to the topics, they answered the students’ questions and a detailed scientific debate was held on the subject.
